Scrollable Div Questions

1) Is it possible to make the scrollbar height smaller than the content height and make it stay centered?

(the square represents the content, and the o's are the scroll buttons, dots used as spacers)


2) is it possible to take the scrollbar away from the content? I want it to scroll stuff inside an iframe
