I'm a little confused by this request. The website in question offers you the code for their ticker. If it has to be updated by hand, then just take the page of code that is updated by hand, rename it to .php, add in a loop with variables for the static parts, and either load those variables from a database, or use lastRSS/ReadRss just like from B's other ticker script. I can't see this being very difficult Mgccl, you should try working on it and post the resulting code when you get it running.
