convert UTF-8 to ISO

i want to convert UTF8 data from Ajax to ISO-8859-9 automatically.
i dont want to use mb_convert_encoding($_GET[NAME] , "ISO-8859-9", "UTF-8" );

what i can do it on apache & php conf files?
