No use for ajax

I'm wanting to make a site for my companies intranet wich will alow me to keep all of my vendor information, pricing, product detail, etc. in one spot. Currently i have to refer to folders which are burried, and do alot of cross referencing. This becomes a cumbersome task when making purchases. What I want to do is have a static page that displays drop menus and serch forms and then have a middle box area that will display the content from other files. THE PROBLEM is I cannot use ajax because the information will not be on a web server. Is there any alternative to ajax that i can use? I would use frames but they seem to give me problems and i cannot figure out how to make the frames change within the page via links.
