I was attempting to do this and kept getting an error on "<?". Can client-side javascript make that call back to the server like that?

The <? is a PHP start tag, i.e. short for <?php
It's server side code which will be executed on the server if you have support for PHP on your server and if PHP is set up to parse .html file. You might have to change the name of the file from dragable-boxes.html to dragable-boxes.php.

Rename the main .html file to a .php file or the .js file to a .php file?

You're right. It doesn't help to rename dragable-boxes.html to dragable-boxes.php.
You have to rename the js file or
move the createDefaultBoxes() function from the .js file to the dragable-boxes.html file.
