For those interested, my buddy Mark figured out what's going on.
Safari apparently has a bug that causes it to double fire onkeyup actions initiated by arrow keys. Therefore the function that steps through list items is jumping to every other item.
This page demonstrates the issue:

We've got a fix in place that I'll post once we're done testing.
