I want the top parent level to each go to different pages.

When the page is entered upon, the children should open with level 2 expanded.

When I coded this, was unable to make it work. One clicks on the parent, and the children do not open.

The only way around this, is to code the parent with <a href="#">Parent</a> But this doesn't work because I need the page to go to a new page, not stay on the same page.

Essentially, the expanded menus are not opening and the only way to have them open, is to code the Level 1 with # and the submenus with exact links.

In my case, I'm coding a multipage contract where each "article" of the contract is anywhere between a half a page, to 10 pages in MS Word.

Our users are not very web savvy. I cannot have them click on Article 3, and have it ONLY open up a submenu. I need the parent to GO TO article 3 with the sublevels expanded upon loading of the page. (Level 3 doesn't have to show though)
