Well, there is , which includes much of what you're asking. It uses SVN for the SCM function, IIRC. I have installed and administered it once a while back, so it shouldn't be too difficult to get working again.
The other option is something like SourceForge (now that their massive downtime is over with).
There are pluses to both methods; Trac would offer us more control, SF would offer us ease of use. IMO, either one would work well. Any inputs from others?

Codeplex looks very interesting; I wasn't aware that it was even available.
However, it would be a problem for me personally to use. 99% of my home systems are Linux or Mac OS X. I do have a WindowsXP machine, but it is mainly for use by my wife and kids. I see the client for Codeplex (Team Explorer) is available for Windows only ().
Personally, I would prefer to see something that could be accessed and utilized by users of all operating systems. But, I will defer to the group decision.

I would agree. Sorry about that. I didn't realize there was a requirement on the client outside of a browser. Codeplex is brand new, and I'd just heard about it within the last week. On the surface it looks pretty simple to navigate.
