HTTP 405 when Dynamically Add Tab

I have been searching how to load a page because I have the same error, the problem is IIS, Microsoft says that this bug is solved in IIS 6.0 http://support.microsoft.com/kb/216493/en-us look at "Status" at the bottom of the page.

I also tried to use the Include extension in Front Page but doesn't work.

Now my problem is that if the file is renamed to .ASP the page loads but the special characters and the ones beside them ie: muñeco - más - México, etc are changed by: m?eco - ? - ?ico
