Yes, I have noticed that problem. Internet Explorer seem to ignore <style> and <script> tags at the beginning of the included files.
To me it looks like a browser error. I did try for days to fix it when I was working on the dynamicContent class. The only solution I came up with was the same as you....to add some "bogus" text at the beginning of the file.
