is this even possible?

the only think i have been able to find even remotely close to what i'm looking for is the base target tag

eg

<base target="_blank">

the makes all links on a page load in the set target or frame its usually found in the <head> tag

im using DHTML suite with a WYSIWYG based cms, everything is working great but i don't want my users to have to add code to each separate link they create, especially since half the links are dynamically generated. other than the base tag im out of ideas...please help if you can, it now sadly has become quite urgent :cry:
